He was born April 5, 1924 in Bendertown to John D. and Mae Fisher Bender and was a coal miner. He spent most of his adult life in Webster County and attended Word of Life Fellowship Church in Diana. He enjoyed hunting and fishing and was a lifetime member of the NAHC and UMWA. He was a former member of the Union Valley Gospel Quartet.
Hartsel is survived by his wife Delores Gene Woods Bender; sons Eddie (Nora) Bender of Webster Springs, Dana (Diane) Bender of Versailles, Kentucky, and David (Nova) Bender of Webster Springs; step-sons Danny (Diane) Bender of Hacker Valley, Ronnie (Mary) Bender of Trenton, Florida, Donzel (Teresa) Bender of Hacker Valley, Scott (Chasity) Bender of Buckhannon; Danny Roby of Cleveland, Ohio; step-daughters Barbara (Gary) Simmons of Lodi, Ohio, Viola "Buggs" (Andy) Fisher of Hobbs, New Mexico, Janet (Bob Clark) Wolford of Salem, WV, Kathy (Emmitt McElwain) Haymond of Rock Cave, and Carolyn Paul of Sheffield Lake, Ohio; brothers Harley Bender of Staunton, Virginia and Donald Bender of Geneva, Ohio; sisters Louise (Kenneth) Channell of Ohio, Rose Lipps of Ohio, Jean (Mark) Rector of Clarksburg, Waneta Schriver of Clarksburg, and Della (Emery) Cowger of Nutter Fort; grandchildren Lynn, Kerry, Tim, Kelly, Dwayne, Bekka, and Jeremy; 15 great-grandchildren; 16 step-grandchildren, and numerous step-great-grandchildren and step-great-great-grandchildren. He was preceded in death by his parents; first wife Marie Skeens Bender; second wife Alta Mae Silman Bender; daughter Deanna Leone; brother William Bender; and sisters Anna (Earl Jr.) Channell, Ruby (Bernard) Skeens, Ruth Bright, and several infant brothers and sisters.
